New Telemac directory structure

I have changed the directory structure of the telemac system in the repository in order to improve the workflow between different versions of the software.

Different versions of the same code should be differentiated by tags, branches or even whole repositories, but not by subdirectories.

So the content of [model]/[model]vXpY/* moved to [model]/*. This will allow much easier merge/patch/diff operations on different versions of the software. Libraries and executables still keep their vXpY postfix, so that different (binary) versions may live in the [model]/[compiler] directory.

Changes had to be made to runtel.pl, the different model dicos and the cmake-files. Overall just some small changes which I did not had expected..
